DOYLE OFFERS NEW PLAN FOR TRANSIT IN SOUTHEASTERN WISCONSIN
Gov. Doyle on Monday offered a new plan to continue planning for the KRM commuter service and to improve bus and rail service in Milwaukee, Kenosha and Racine. Doyle’s plan would:
- Create an umbrella RTA responsible for KRM planning and construction.
- Independent sub-RTAs would be responsible for local transit. Ultimately, the sub-RTAs would merge with the umbrella RTA.
- There would be a 0.05% sales tax for Milwaukee sub-RTA.
- Sub-RTAs created in Racine and Kenosha counties could be funded through a combination of currently authorized local revenue. All new transit revenue sources not authorized under current law would be subject to referendum.
- Incentive funding would be provided for local governments to create sub-RTAs. The incentive fee may consist of rental car fee revenue, funding from the transportation fund or other sources.

MADISON – Governor Jim Doyle today announced an agreement with the Spanish train manufacturer Talgo to put two Talgo train sets into service in Wisconsin and to establish new assembly and maintenance facilities in the state. The rail car assembly plant will support the delivery of Talgo trains throughout the country.

New WISPIRG Report Bolsters Case for RTAs, Enhanced Transit in Wisconsin

What:
Municipal leaders will assemble to discuss the regional transit authority (RTA) provisions included in the Assembly budget. Many states have RTAs or similar mechanisms that provide for streamlined decision-making, governance and financial stability for transit across municipal boundaries, but Wisconsin currently does not. The Assembly budget would enable 4 regions of the state, including parts of Dane County, southeastern Wisconsin, the Fox Cities region, and the Chippewa Valley, to create RTAs.
A new WISPIRG report will provide data on transportation trends in the state and how RTAs and enhanced transit can create jobs, support economic development, and prepare Wisconsin to meet the 21st century challenges of traffic congestion, fluctuating gas prices, dependence on oil, and global warming pollution.

Fox Valley, Chippewa Valley Big Winners in Regional Transit Authority Legislation

Pending Voter Approval, State Budget Amendment Would Mean Better Roads, More Transportation Options for Dane County
The State Budget bill voted on by lawmakers in the State Assembly today would enable Dane County to make comprehensive improvements to its transportation system. Thanks to a budget amendment from State Representative Sondy Pope-Roberts, funding collected through an RTA could be used for local road projects in addition to improving transportation options like buses, commuter rail, and para-transit. “Given Dane County is the fastest growing county in the state, it’s critical we have the most efficient and safest transportation system to help people get around,” County Executive Kathleen Falk said. “Comprehensive transportation improvements including better roads, more buses, para-transit, and rail is good for business and people getting to work — it also reduces pressure on property taxes.”

Madison- Representative Roger Roth (R-Grand Chute) is shocked at the ham-handed efforts of the Assembly Democrats effort to ‘fix’ the Regional Transit Authority (RTA) language in the state budget. Representative Penny Bernard Schaber offered the policy amendment which includes a mandated sales tax and RTA, sidestepping voter approval. After the Joint Committee on Finance removed the Fox Valley from the budget Bill, Representative Roth offered to work together to get a federal waiver to deal with the anticipated drop in federal funding after the 2010 census.

STEVENS POINT – Governor Jim Doyle announced today that Central Wisconsin will benefit from transit projects in 14 small urban areas and 32 non-urbanized areas around Wisconsin. The projects, totaling about $3.8 million for the area, are possible through American Recovery and Reinvestment Act (ARRA) funding that has been appropriated for the state.
“Investments that make travel safer, easier and more affordable will not only improve our quality of life, they will help get our economy back on track,” Governor Doyle said. “Under the American Recovery and Reinvestment Act, we have the opportunity to make strategic improvements to our infrastructure that will help get people to work and will add lasting value to our economy.”

RTAs Provide Transportation Options for Business and Employees
GMCC Supports RTA Enabling Language in State Budget
(Madison) – To encourage regional transportation and increase economic competitiveness, the Greater Madison Chamber of Commerce (GMCC) urged state legislators today to enable creation of a Dane County Regional Transit Authority (RTA) as part of the state budget bill. Current law requires state approval before municipalities can create an RTA.
GMCC Executive Vice President Delora Newton believes an RTA could be an efficient mechanism to manage regional transportation initiatives in Dane County.
